灾害文化视野下的日本防灾教育研究 摘要 日本与中国同处于灾害频发的环境之中，历来对于应急管理研究 有高度的重视。同时，其传统文化、组织调度、人口稠密程度等多方 面都与我国有着明显的相似性，对于我国防灾教育体系的构建有重要 的参考意义。本文尝试通过对日本在防灾教育方面的案例、文献、数 据、报告等资料进行二次分析，运用定性和定量相结合的研究方法， 着力探析在日本的灾害文化中如何理解日本震灾中社区防灾、中小学 防灾和大学防灾三个主要方面的真实运作效果，并挖掘其实践过程中 出现了的问题及其成因，结合我国的实际情况探索我国防灾教育的建 设方向。 关键词：灾害文化，防灾教育，社区防灾，学校防灾 I Study on Disaster Education in Japan Via The Vision of Disaster Culture ABSTRACT Japan has always attached great importance to emergency management due to its vulnerability in disaster. At the same time, its traditional culture, organization scheduling and densely populated degree are quite similar to those in China, therefore it is regarded as an important reference for disaster prevention and education system construction in China. This paper employs a secondary analysis of the cases, literature, data and reports in Japan’s disaster prevention and education, using the combined methods of qualitative and quantitative research analysis, to focus on how to understand the actual operation of Japans disaster prevention under its unique disaster culture. Japan’s disaster prevention can be divided into three parts including community disaster prevention system, primary and secondary schools disaster prevention system and university disaster prevention system. The paper aims to perceive what kinds of problems they have met and their causes, and finally combines with Chinas actual conditions to explore the building direction of Chinas disaster prevention and education system.
