中文摘要 本文从新古典经济学的理论上分析地区产业集聚对外商直接投 资区位选择决策的影响，发现：地区的产业集聚通过外部规模经济、 外部范围经济和知识溢出效应的作用使这些地区成为外商直接投资 者充分利用知识资本、降低生产成本和强化或补充其核心能力的区 位 从而对吸引外商直接投资产生正面的影响作用。改革开放二十多 年来 影响外商对华直接投资的区位选择的主要因素是不断发展变化 的。本文的实证研究表明 在现阶段 对外商直接投资者来说 在进 行区位选择决策的时候，地区的优惠政策的已经不是首要的影响因 素 区域内的产业集聚成为吸引外商直接投资的重要因素。在国内外 外资政策竞争激烈的背景下 本文认为：对于中央政府而言 首要任 务是继续完善市场经济制度和投资环境；对于各地方政府而言 政府 的主要任务是通过促进地区的产业集聚来吸引外商直接投资 而并非 在优惠政策上的相互攀比。 关键词：产业集聚 外商直接投资 区位选择 ABSTRACT The article studies the effects of the industrial agglomeration on the location choice of Foreign Direct Investment (FDI). I find that, external economies of scale, external economies of scope and cost linkages together with externalities of knowledge will exert certain influence on location choice of Foreign Direct Investment through cost function. Thus, the industrial agglomeration plays a more and more important role on the location choice of Foreign Direct Investment. Since Chinese implementation of open policy 20 years ago, the determinants on the location choice of FDI have never stopped changing. The empirical study of the article proves that favorable policies in different Chinese regions are no longer a main appeal to Foreign Direct Investment. Instead, the industrial agglomeration is the most important motives for Foreign Direct Investment during the process of investment destination selection. Based on the above analysis, this article suggests that, to attract more FDI in such a hotter and hotter favor policy competition game, a better solution for the center government is to go on refine market institution and investment environment, while for local governments is to promote agglomeration of certain industrial in local area.
