毕业论文 （20_ _届） 宁波外商投资环境研究 摘 要 宁波作为一个现代化开放城市，利用外商直接投资是宁波对外开放的重要组成部分。宁波利用外商直接投资从1980年兴办第一家外商投资企业起，目前已进入一个新的发展阶段。　宁波利用外商直接投资对加快经济发展、促进社会进步，起了很大的作用，外商实际投资稳步增长，尤其是2000年开始，宁波利用外商直接投资呈现新一轮大发展的态势。大项目投资又有新突破，2004年l—9月份新批投资总额1000万美元以上的项目117项。宁波民营经济发展快、竞争力强，借助外资引进先进技术、管理经验、市场机制和高素质国际化人才，提升产业层次，打造先进制造业基地，民企的不断壮大，产品、市场的不断成熟和稳固，吸引境外企业与民企合资的合作，这是“双赢”。 当然其中也面临一些困难和挑战，宁波市利用外商直接投资相对落后，这有着复杂的历史背景和错综复杂的主、客观原因。如：配套条件不够强 ，宁波生产力布局比较分散，生产要素积聚程度较低，有关政策的科学性不够，透明度、稳定性不高，可操作性不强，全市的外商直接投资工作机构不够稳定，专业招商队伍力量不足；管理体制不够统一，项目管理、招商工作、外企管理都比较分散；招商水平还不高，招商引资的成本较高，针对性和实效性不强；招商网络不够健全，招商方法不够灵活，大项目批准难，公关手段少，变通方法少。 Abstract Ningbo is a opening city, Using the foreign direct investment is the important component as Ningbo opening to the world.
