摘要 新加坡是人口少面积小、自然资源极度缺乏的小国，但却是世界上众多微型国家中的 一个成功典范；不仅在短短几十年里取得了举世瞩目的经济社会成就，而且在国际上充分 展示了其小国多边外交的魅力。 新加坡围绕国家安全与经济利益这两个基点在外交上实施大国平衡外交，依据不同历 史时期的形势做出相应的调整，但政治上谋求大国“多边支撑”与经济上追求大国“多边 卷入”的核心持久未变。新加坡不仅主动协调与周边大国以及东盟国家的经贸往来，与之 保持友好关系，而且更加积极地展开与英、美、日、中、苏、印（度）等区外大国的平衡 外交，争取世界各大国都能融入新加坡与东南亚，从而最终成功地维护了国家的安全、稳 定与繁荣。 全文分为三个部分，绪论部分概述了本文的选题目的和意义、国内外研究现状、写作 的基本方法等。正文四章论述了新加坡大国平衡外交的产生和内涵、实施演变过程及特点 和评价。结束部分主要在对全文的提炼上，作了进一步的思考，指出新加坡的小国大外交 之所以成功，除了有优势的条件和自身的灵活外，也离不开国际关系格局的发展趋势所带 来的时代机遇。 关键词：新加坡；李光耀；大国平衡；外交 I Abstract Singapore is a small country with small size, small population and extreme lack of natural resources. But it is one of the most successful examples among many micro-countries in the world, which scored remarkable achievements in economy and society and showed the charm of a small country in multilateral diplomacy in the past several decades. Singapore’s foreign policy towards major powers has two basis focuses which are national security and economic interests. Although it keeps changing and adjustments in different historical periods, its core content consists of the political “multilateral support” and economic “multilateral involvement” by the great powers in and out of the region, which continuously safeguard Singapore’s security, stability and prosperity. Singapore is not only active to keep a friendly relationship with its neighboring countries and ASEAN members in Southeast Asia, but also eager and active to pursue Britain, the United States, Japan, China, Soviet Union, India and other great powers’ presence in the region. Through its full range of bilateral and multilateral diplomatic maneuvers, Singapore’s great power balancing diplomacy reaches its zenith. The
