College of Information Science and Engineering, Shandong University of Science and Technology, Qingdao 266510,China Abstract: Urban traffic is the lifeblood of the economic life of the city，the contradiction between traffic congestion and urban development is becoming increasingly significant now. Starting from the ability of anti-congestion in urban road traffic influencing factors, with the large-scale sample data, authors clustered the causes of traffic congestion by Factor Analysis Method with the help of SPSS. The index system of urban road traffic congestion factors which contained 3-level indicators is teased out, which includes 4 kinds of capacity and 8 indicators of resistance to traffic congestion. On this basis, using vague set of fuzzy judge ideology and hierarchy entropy analysis method, authors built the Fuzzy Evaluation Model of Urban Road Traffic Capacity of Anti-congestion, looking forward to identifying and locating the ability to resist congestion of Road Traffic. By the end of this article, authors take the validation and analysis combined with the actual data.
