Institute of Project Management and Construction Technology, Tsinghua University, Beijing 100084, China) Abstract: From the partnering perspective, eight factors which influence organizational design of hydropower development firms were identified. Based on the data collected from fieldwork, ranking, correlation analysis and hierarchical analysis were conducted to reveal the importance of these factors and their mechanisms in organizational design process. The results confirm that organization structures and business processes of hydropower development firms should be designed depending on external environment (other stakeholders) and strategic objectives of the firms rather than focused on internal efficiency. Typical analysis demonstrates that inter-organizational linking capability can be regarded as the representative factor, which can largely reflect the roles of other factors in the organizational design.
