杨浦区社区服务发展之研究 摘 要 对社会公共事务的管理是政府的一项基本职能，在计划经济体制下， 政府包揽了一切公共事务，社会功能的发育受到了严重制约。随着改革 的深入，公共管理也逐渐向着多元、互动模式发展，强烈要求政府转变 职能，打破政府提供公共物品和公共服务的垄断体制，建立政府与社会 的合作机制。本文所关注的是在“小政府、大社会”的发展模式指导下， 政府在社会公共事物管理领域，特别是在提供社区服务方面的职能转变 和机制创新。本文以新公共管理理论作为探索社区服务改革的基本理论 工具，采用个案分析、文献研究的方法，以杨浦区社区服务的发展现状 研究为切入点，深入分析推进城市社区服务创新发展的深层次社会和经 济因素、趋势特点，并对当前在社会转型、体制转轨过程中所面临的突 出矛盾进行综合剖析，进而围绕社区服务的内涵、制度结构以及社区服 务中的政府职能转变进行理性思考，在此基础上提出既有现实基础和可 操作性，又有一定理论意义和前瞻性的发展思路和方法、对策和建议。 关键词：公共管理,职能转变,社区服务 i RESEARCH ON COMMUNITY SERVICE DEVELOPMENT IN YANGPU DISTRICT ABSTRACT Administration of social public affairs is one of the basic government functions. Under the mechanism of planned economy, government dominantly takes on all public affairs, thus seriously restricting the growth of social functions. With the intensification of reforms, the functioning of public administration gradually shifts to a multiplied and interactive mode. It’s strongly required that the government shift its function and break free from the monopoly supply of public goods and public service, and establish cooperative relationship between government and society. The thesis focuses on the shift of function and innovation of mechanism in the field of public affairs administration, especially the field of community service provision, from the angle of government, guided by the principle of small government vs. big society. Using the neo public administration theory as a basic tool for discussing community service reforms, the thesis adopts approaches such as case study and comparative research. Beginning at the description of current community services in Yangpu District, the thesis analyzes deep-rooted social and economic factors, as well as tendencies of community service development, and studies the outstanding contradictions in the process of social transformation.
