基于资源环境承载力的生态城市规划指标体系研究 刘晓丽 （住房和城乡建设部城乡规划管理中心，北京 100835） 摘要：传统的研究思路大多依据生态系统理论，分生态、社会和经济三个方面建立指标体系进行生态城市评价。 依据资源环境承载力理论及城市复合生态系统理论认为，资源环境承载力是检验生态城市建设进程的基础性评价 指标和最有力的依据，在探讨生态城市概念和资源环境承载力理论的基础上，充分借鉴国内已建立的国家级“生 态环境良好”城市考核指标和标准，分资源、环境、社会、经济和技术五个子系统构建生态城市规划指标体系及 标准，为我国生态城市建设和城市的生态化改造提供重要理论支撑。 关键词：生态城市；规划；指标体系；资源环境承载力 Study on the Index System of Ecological City Planning Based on the Carrying Capacity of Resources and Environment LIU Xiaoli （The Administration Centre of Urban-Rural Planning Ministry of House Urban-Rural Development of China, Beijing 100835, China ） Abstract: Most of the traditional research ideas based on ecological systems theory established the index system from the ecological, social, and economic three aspects for the evaluation of ecological city. In this paper, according to resources and environmental carrying capacity and urban complex ecosystem theories, we considered that the carrying capacity of resources and environment is the basal evaluation index and the most convincing evidence to test the building process of ecological city. Based on discussing the concept of ecological city and the carrying capacity of resources and environment theory, this paper fully drew on the established national-level domestic eco-environment is good urban assessment index and criterion, form resources, environmental, social, economic and technological five subsystems, to construct the ecological city planning index system and criteria, to provide important theoretical support for the ecological city construction and the ecological
