摘 要 国有企业是我国国民经济的基础，是经济体制改革的主攻方向，是我国社会主义经济的命脉和支柱，是社会主义建设的最重要的物质基础。它在经济建设和社会发展中的地位重，行业覆盖广，经济占比大，历史包袱重。因此，研究国有企业亏损问题仍然具有重要的理论与实践价值。 随着经济危机的爆发，国有企业由于受国家宏观调控政策等客观因素和其它主观原因的影响，导致企业机制不稳、包袱沉重、经济效益不高，亏损率加大，亏损额居高不下，已严重影响了我国经济的发展和社会的稳定。 因此，搞好企业扭亏增盈工作是当前项迫切重要的任务。为此，只有正确、客观地认识国有企业的现状，才能对症下药，采取正确的、符合实际的措施，从根本上解决国有企业的亏损原因。 本文首先分析企业外部经营环境，其次从管理、投资、营销、开支等几个方面研究亏损原因，最后针对这些原因提出治理对策。 关键词：国有企业； 亏损； 治理； 对策  Abstract As the economical vein and pillar，the SOE(state-0wned enterprise)is the key substantial basis in our socialism construction ，is the main drive orientation of the economy system reform as well as the first object of strategic reorganization of national economy． It play a Very important role in the economic and social development，with a wide range of industries and their predominance in economy. Therefore，study on the deficit on the managers of the state-owned enterprises has theoretical and practical importance. With the Economic Crisis breaking ．the state-owned enterprises，affected by the objective factors come from national macro regulation and other subjective causes have suffered heavier burden and lower economic benefits．The range of economic deficits has increased and the amount of deficits has went up to a level which seems not to be dropped to the normal level .These cases greatly affected the economic development and social stability in our country．Therefore．to convert deficits into gaining benefits is an important task now．Here，we should recognize the true circumstance of the state-owned enterprise，then can find out the basic reason that the state—owned enterprise economic loss，and then putting forward the problem—solving project． This paper analyzes the enterprise exterior condition of business, next from the management, the investment, the marketing, the expenditure and so on several aspects studies the loss reason, finally aims at these reasons to propose the government countermeasure.
