摘 要 高校独立学院是我国高等教育改革中出现的一种新的办学形式，它既区别于传 统意义上的由系改成院的二级教学单位，又不同于单纯由社会力量举办的民办学校， 而是专指由普通本科高校按新机制、新模式举办的本科层次的高等教育机构。独立 学院自上个世纪90 年代后期诞生至今不过短短几年时间，却得到了飞速的发展。 独立学院的快速发展有着深刻的现实背景。独立学院这一全新的高等教育形式 首先满足了社会发展的需要；同时，独立学院的发展也离不开政府的大力支持，20 世纪90 年代末，国家战略要求高等教育实现新的发展的背景下，独立学院高等教育 形式正是国家对高等教育多元模式的实践性探索；此外，民间资本的日益成熟也是 独立学院快速发展不可缺少的外部条件。 独立学院作为高等教育的新生事物，在独立学院发展初期，政府本着“保护和 鼓励”的原则，对独立学院的规制较少，监管较弱，法律法规也相当不完善。政府 管理职能的缺位与错位以及独立学院自身的缺陷造成了独立学院发展的不规范和矛 盾。我国是政府主导型的国家，而且因为高等教育市场失灵的不可避免，这也是国 家干预高等教育市场的直接动因。 本文从高等教育的政府管理理论入手，尤其分析了当前政府对独立学院管理职 能的缺位与错位，并提出可行性的对策建议和解决思路。政府对独立学院管理定位 就是要让政府摆脱对独立学院的日常琐事的管理，从宏观上把握独立学院的发展方 向，使政府真正成为独立学院发展过程中“掌舵的舵手”，而非“划桨者”。 关键词：独立学院 政府管理 准公共产品 III Abstract Trial independent institute is a new probe to higher education reform.
