On the Strategies to Raise the Quality of Special
Education Teachers in Western Regions

Abstract T he quality and quantity of the pecial educatio n teacher in the we tern region ar e far be-
low the requirement of the new ituation. T he quality of the pecial education teacher i the v ital factor
o n the dev elopment of the cour e of pecial educat ion. T he ba ic characteri tic of the pecial education
teacher in the new era are a follow : the moral level of the teacher , the teaching abilitie , the abilitie
o n cient ific re earch, the p ycholog ical quality and the innovation pirit etc. T here are ome trategie on
rai ing the quality of pecial teacher in we tern. For ex ample, enhancing the mor al level of the pecial
teacher , promoting t he pecialized development of the pecial teacher , r eforming the y tem o n the qual-
ification, advanced tudie and promotion of the pecial teacher , keeping t he mental health of the pecial
teacher , and creating the circum tance in favour of educational innovation.
