论执政党转型后的阶级阶层合作机制  ∗ 仇立平   摘  要：本文论述了中国共产党转型后引起的它与不同阶级阶层之间的关系的变化，认为执政 党已成为代表包括工人阶级在内的全体人民利益的政党。执政党要代表全体人民利益，就必须 在“合作主义” 的框架下建立不同阶级阶层或利益集团的博弈机制，并在此基础上达成由执政党所 代表的全民利益。本文在综合前人研究的基础上，提出了阶级阶层合作机制和要素。强调社会 目标的认同必须以社会公正、公平为基础；执政党要顺应多元化社会要求，通过法律强化社会 整合功能，并巩固自己的合法性；对社会的管理应该从统治走向治理，并进一步达到善治；执 政党只有通过综合不同阶级或阶层的利益诉求才能代表广大人民的利益，利益集团的实体化、 组织化及其协商博弈机制是实现执政党代表人民利益的重要机制。  关键词：执政党  阶级  阶层 合作机制  The Cooperation Mechanism of the Social Classes and Strata after the Ruling Partys  Transition  Abstract: This paper analyzes the change of the relationship between the Chinese Communist Party and the different classes and strata, while the change was caused by the ruling partys transition. The author thinks that the Communist party has served as the representative of the interests of all its people including the working class.In this case, the ruling party must establish a game mechanism in the different social classes/strata and interest groups within the framework of collaborationism, and only on this basic propose can the ruling party reach its goal—representing the interests of all the people. Based on a comprehensive study on the previous results, the author presented the cooperation mechanism of the social classes and strata, and its elements as well. Social goals identification must be built on the base of social fairness and justice; the main pathways are as following: the ruling party is supposed to meet the needs of a diverse society, strengthen of the social conformity function by law, which in turn would consolidate its legitimacy; the basic trend of social management is from ruling to governance, and until then good governance when the government charges the society; only integrating
