This paper sets up a mo el of human capital accumula tion in two regions an exploresthe optimal choice of a university ( college) in hiring teachers, enrolling stu ents. Whether hiring fewer teach ers with high quality or hiring more teachers with low quality relies on the importance of teacher quality compare with in ivi ual instruction in human capital accumulation; when enrolling stu ents, the college shoul not iscriminate stu ents from un evelope areas. Furthermore, we have a brief iscussion about the policy that enlarges the scale of recruiting stu ents.
