Abstract In order to optimize the operation of the urban multimodal road netw ork a bilevel model is proposed in
the study based on analyzing the interaction of the mixed traffic flow A practical approach w as developed to overall design
the motor vehicle lanes bicycle lanes and pedestrian sidew alks as a w hole T he upper model defined road traffic efficiency
as an optimization objective T he low er model w as an integ rated model to forecast travel choices T hree heuristic algo
rithms w ith the diagonalization algorithm w ere used to solve the bi level model T he proposed method w as applied to the
urban road netw ork planning in the City of Huaibei T he proposed algorithms w ere evaluated on three target values by
trial runs each T he results indicate the PSO algorithm w as the most efficient T he goodnessoffit of low er model w as
w hich w as better than the independent traffic netw ork T he netw ork can be optimized to achieve different ob
jectives T he results also conclude that the proposed approach is practical and feasible to be used in design and planning of
multimodal road netw ork
