Chapter One Introduction 1.1 Brief description of the curriculum reform In the 21st century, human resources are the most important to the social development. Especially with the context of knowledge-based economy and economic globalization, the competition in politics, economy, science and culture relies on the competition in human resources. Thus, it is urgent for every country to improve a nation ’s quality. “Science and technology is the first productive forces”, which proves that education plays a very important role in promoting social development. For this, many countries, especially the developed countries start to re-examine their current education system. After they rethink their past and today’s education system, they begin to carry out the education reform, as it could not serve their countries well yet. Because the curriculum is the core of education, curriculum reform is becoming the focus. It is through the curriculum that the aims and values of education can be achieved. In addition, curriculum not only reflects the educational philosophy and beliefs but also guides the teaching and learning. It plays the part of the bridge linking education theories and education practice. Making a comprehensive survey on the curriculum system of basic education in China, researchers find out a series of factors that are not suitable for quality education and social development. These factors include the notion of the curriculum, the teaching materials, the teaching methods and the assessment system. Thus, in order to meet the new challenges of educational development, curriculum reform in China is imperative. In June 1999, the Party Central Committee and the State Council issued the document
