上海城区的社区自治研究  摘  要  城市社区自治是伴随着经济体制改革和民主政治建设的发展而兴起的产物。经 过多年的研究和实践，上海城区的社区自治模式是“政府主导型”的模式，实行“两 级政府、三级管理、四级网络”体制。在社区自治建设中，存在着社区居委会的职 能错位，职责不清、社区建设缺少充足的资金保证、社区居民参与的积极性和主动 性不高等问题。文章引用了国内外关于社区自治的研究理论和实践经验，通过分析， 提出从重塑政府与社区的关系、加大对社区建设的投资力度、促进和发挥社区中介 组织和志愿者的作用、提高居民参与意识等途径进行解决。文章中特别阐述了政府 在社区自治的地位和作用。 本文的撰写仅就对上海市的社区自治进行研究，具备一定的实际应用价值，希 望能够随着社区自治的实践和理论研究进步而发展延伸。  关键词  上海，社区自治，政府 Research on Shanghai Urban Community Autonomy ABSTRACT The city community autonomy is the product following with the economic restructuring and the democratic political construction development emerges. After many year research and practice, the urban community autonomy of shanghai is in “Government Mainly Leading” pattern, implementing “Two levels of governments, three levels of administration, four levels of network” system. In community autonomy construction, it has many questions as the community residents committee not clear the function dislocation and the responsibility, the community constructs lacks the sufficient fund guarantee, the enthusiastic and the initiative of community inhabitant not higher, etc. In the article, it has quoted massively domestic and foreign about the community autonomous research theory and the experience, through the analysis, proposed from remolding the government and communitys relations, the enlarge the investment dynamics, the promotion and the display community intermediary organization and volunteers function which constructs to the community, enhances the inhabitant the sense of participation the way to carry on the solution. In the article, it specially elaborated the government’s status and the function in the community autonomy. This article only conducts the research to Shanghais community autonomy, has certain practical application value, hopes can progress along with the community autonomy practice and the fundamental research develop extends.
