Accordingly, high-quality talents as the carrier of knowledge have been the strategic resources which make dramatic effect on the nations comprehensive national strength. The national competitiveness enhancement depends on the development of regional economy. Therefore, every country attaches more importance to the research on regional talent resource development and attracts and keeps the talent people as much as possible. After Chinas reform and development, our government increasingly realized the importance of talent resource promoting the economy development and made a series of strategy such as the strategy of developing the country through science and education, the strategy of reinvigorating China through human resource development. However, the successes of these strategies need the policy making successfully in every region. At present, the level of the regional talent resource development in our country has a big gap in comparison with that of the developed countries.
