Abstract Industry Association, the inevitable result of the further development of market economy and social division of labor in the market, plays an important part in market economy. As the staff and aides of government, Industry Association is the bridge bond between industry associations, government and all enterprises in the industry. It plays important role on service, self-discipline, coordination, oversight, and so on. So the performance of industry association is an important sign of maturity of the market economy. In Europe, the United States and Japan, the development of industry associations is in a leading position, which plays significant contribution to the development of business and industry. The development of the domestic industry associations has obvious regional characteristics. There is rapid development of the industry associations in Yangtze River Delta and Pearl River Delta, with Shanghai, Guangzhou and Wenzhou represented, while other areas, particularly the development of central and western regions are relatively inefficient. Hefei, as the central city, is in the rapid development period. With the rapid economic growth, industry associations have been developing rapidly. Industry associations have played a major role in the promotion of communication between government and enterprises in the industry. And it has made significant performance results. But, compared to the developed countries and domestic better developed industry associations in Shanghai and Wenzhou, industry associations in Hefei are still in early stage of development. The development of performance remains low, because of problems and gaps in social cognition, policy environment, and social impact. T
