超高压集控中心基础建设项目质量控制的研究.doc

摘摘要要近几年来，伴随着我国宏观经济的快速持续的发展，电力基础设施建设作为经济发展的先行官，展现出了跨越式的强有力的发展，各种大型的工程项目接踵而来。但是，现有的项目控制制度和方法等都显示出种种弊端，科学的项目控制思想、方法的应用还处于初期探索阶段。　本文首先结合我国电力工程建设项目质量控制的特点、组织形式和影响质量控制的种种因素和环节，以及国内外超高压集控中心建设项目的质量控制的现状，介绍了超高压集控中心建设的特点以及在质量控制中存在的主要问题，并且引入了经济学理论中的项目质量控制的内容，并经过研究提出了总体控制思路，采用动态的ＰＤＣＡ循环原理，提出了具体的质量控制方案。最后针对北京超高压公司安定站的监控系统改造项目，分析了改造监控系统的必要性，并针对改造过程中容易出现的问题，控制影响工程质量的因素、关键工序和工程重点部位，提出了在改造过程中具体采用的质量控制措施。充分利用现代化控制手段，加强建设单位、承建单位和监理单位对质量的控制，实施全方位的质量管理。该控制措施对其他电力工程建设项目的质量控制有一定的借鉴和指导意义。　　　关键词：超高压集控中心；工程建设；项目管理；质量控制　　　　　　　　　　　　　　　　　　AbstractAbstract　Intherecentyears,withthesustainedandrapiddevelopmentofChinasmacroeconomiceconomic,electricalinfrastructureisanadvancedcommanderofeconomicdevelopment,italsoappeargreat-leap-forwarddevelopment,eachlargeprojectcomeoutoneafteranother.However,theexistingprojectmanagementsystem,modeandmethodshowmalpractices,scientificprojectmanagementthoughtandtheapplicationofmethodarestillatthestageofexploration.Thispaperdescribesthefeatures,organization,variousfactorsandlinksaffectingthequalitycontrolofChinaspowerconstructionproject.Itintroducesthestatusofultra-highpressurecentralizedcontrolcenterbuildingprojectqualitycontrolindomesticandinternational,analysisitsfeaturesandproblemsfurther.Introducingtheconceptandcontentofprojectqualitycontrolineconomictheory,itputsforwardtotheideasofoverallqualitycontrol.ItproposedthespecificqualitycontrolprogrambyusingthedynamicPDCAcycletheory.Finally,thepaperanalysistheneedtotransformthemonitoringsystem,andtheproblemsintransformationprocessinBeijingHighPressureMonitoringSystemstationreconstructionproject.Itputforwardtothequalitycontrolmeasuresinthetransformationwhichincludescontrolfactorsaffectingtheprojectquality,keypartsandthekeyengineeringprocesses.Startingwiththethreephases,itmakesfulluseofmoderncontrolmeans,strengthenthequalitycontrolintheconstructionunits,constructionunitsandsupervisionunit,Itturnsoutusingthecontrolmethodmakesgoodresults,thequalityhasbeenbettercontrolled.Themethodhasgoodreferenceandguidanceforotherpowe
