民用飞机融资租赁发展研究摘要本文中的飞机租赁是指以大型民用客机或货机为标的资产的租赁。飞机租赁是航空公司引进飞机的重要手段。中国的飞机租赁业历经20余年，仍处于起步阶段。2007年2月，中国银监会发布了修订后的《金融租赁公司管理办法》。同时，大型民用飞机的研制被正式列为国家战略。随着国内航空工业以及融资租赁业迎来发展新时期，国内民用飞机融资租赁业也面临着前所未有的发展机遇。本文根据飞机租赁的功能和定位，通过对国内飞机租赁业发展历程及现状的回顾，分析产业发展过程中存在的问题。以融资租赁、税务筹划等理论为基础，对欧美及日本飞机租赁模式及其发展进行分析，解析其发展动因。在结合国外飞机租赁发展经验的基础上，从行业主体、管理体制、产业组织等角度，对今后国内飞机租赁业的发展进行战略分析，并利用SWOT模型对构建上海飞机租赁中心这一问题进行探讨，具有一定的理论价值和现实意义。最后，在理论分析和实证研究的基础上，提出完善制度环境、改善融资条件、产业协同发展、构建上海飞机租赁中心等四个层面的政策建议，以促进我国民用飞机融资租赁业的健康发展。关键词：融资租赁，民用飞机租赁，发展战略，政策建议THERESEARCHOFTHEDEVELOPMENTOFCIVILAIRCRAFTLEASINGABSTRACTTheaircraftleaseinthisarticlereferstothelargecivilaircraftorcargoaircraftfortheunderlyingassetsofthelease.Aircraftleasingisanimportantmeansforairlinestointroducetheaircraft.Chinasaircraftleasingbusinesshasanexperienceofmorethan20years,butstillinitsinfancy.InFebruary2007,ChinaBankingRegulatoryCommissionissuedarevisedFinancialLeasingCompanyManagementRules.Meanwhile,thelargecivilaircraftdevelopmentwasofficiallyclassifiedasthenationalstrategy.Withthedomesticaviationindustryandcapitalleasingindustryusherinanewera,thedomesticcivilaircraftleasingindustryisalsofacedwithunprecedentedopportunitiesfordevelopment.Basedonthefunctionsandpositioningofaircraftleaseandareviewofthehistoryandstatusquoofthedevelopmentofdomesticaircraftleasingindustry,thispapersummarizedtheindustrialdevelopmentproblemsandthusanalyzedtheaircraftleasingindustryinEurope,theUnitedStatesandJapanforthedevelopmentaldynamicsusingthetheoriesoffinanciallease,taxplanning,etc.Inthecontextofthedevelopmentalexperienceoftheaircraftleasinginforeigncountries,thispapermadeastrategicanalysisofthefuturedevelopmentofdomesticaircraftleasingindustryfromtheperspectivesofindustrialsubject,managementsystemandindustrialorganization,whileexploringtheissueofShanghaiAircraftLeasingCenterbySWOTmodel,withstrongtheoreticalandpracticalsignificance.Finally,aftertheoreticalanalysisandempiricalresearch,thispaperputforwardpolicyrecommendationsofimprovinginstitutionalenvironmentandfinancingconditions
