林业资源型城市经济转型探析 摘要：资源性产业的特殊性使得经济转型成为资源型城市在发展到一定阶段后的必经之路。本文首先就资源型城市的界定和划分作了介绍，阐述了我国资源型城市在经济发展过程中存在的问题。通过对我国林业资源型城市经济转型必要性和可能性的分析，进而对其在实行经济转型战略中的各方面利弊因素进行了详细探讨，以黑龙江省伊春市的转型实践为例说明，提出了经济体制转型、林权制度改革、发展森林生态经济、发展接续替代产业等促进林城转型的调控对策。文章最后，对林业资源型城市在经济转型实践过程中的经验教训提出了思考，为我国加快林业资源型城市结构调整积极探索新思路，新办法、新机制，对促进全国林业资源型城市实现可持续发展提供理论和实践两方面的依据。 关键词：资源型城市 经济转型 发展接续产业 林权制度改革 Analysis of Economy Transformation In Forestry Resources Type City Summary: The particularity of the resources industry makes the economy transformation become the only way after the resources type city eveloping into a certain stage. First, this article will introduce the definition and the division of the resources type city, setting forth the existing problems during the economic development of resources type city in China. By analyzing the necessity and possibility of economy transformation in forestry resources type city, and then we will make further discussion about the advantages and disadvantages in the strategies of carrying out the economic transformation. Taking Heilongjiang province , Yi Chun city’s practice in the economic transformation as an example, putting forward some regulatory counter-measures in economic system transformation; Lin Quan system reform; development of forest ecosystem economy; and elopment of substituted industry. At he end of the article, putting forward some thoughts about the experience and lesson from the economic transformation of forestry resources type city ,exploring the new thought ,new ways , new systems for speeding up the structure adjustment of forestry resources type city, providing some basis both in theories and practice to promote the forestry resources type city to carry out the continuous development.
