年路 90 年9 理路略 A Study on the Strategy of Promoting the Quality of Road Traffic Accident Investigation Conducted by Police Officers 1 2 路年料 路理度若 理力 度 理 車行車理 力落理切 練理令行理 略 參 力理 路理 Abstract Road Traffic accidents have caused massive losses to the lives and properties to civilians as well as the society. Traffic accident scene investigation and evidence preservation are very important to accident cause analysis, liability analysis, and the measures to prevent accidents from happening. Current standard procedure for road traffic investigation has problems such as unreasonable personnel structure, inadequate professional training, improper attitude, insufficient equipment, and so on. This study has conducted questionnaires to persons involved in an accident, police officers conducted the investigation, referees of the reevaluation committee, prosecutors, and judges of the court. The result shows that there is an obvious drop-off between the capability of police officers in conducting accident investigation and what the society expects them should be able to do. It proves that there is an urgent need for the police administration to do something to improve the quality of the accident investigation. After evaluated the phases of personnel structure, related laws and regulations, administrative management issues, techniques and equipments problems, this article has proposed improvement strategies for the short term, mid term, and the long term to help the government to promote the quality of accident investigation so that to protect the rights and interests of our civilians. 年數數療行車 理 切理切車 路料 料錄 理 見 理理 料 行理度度
