This article on causes of low efficiency circulation of rural land in Hunan province and its problems in the circulation of rural land for specific analysis, and asking the right guide and regulate the land and sound recommendations of the land market in rural areas in Hunan province. 【key words】Hunan province Rural Land transfer The reason measures 绪论 （一）选题背景 当前，湖南省处于新农村建设和全面建设小康社会的重要历史时期，解决农业、农村和农民的“三农”问题显得尤为重要，其中“三农”问题中又以农村土地问题为核心，农村土地制度安排是否有效关系到农业生产力的解放和经济发展，在湖南省经济社会中起着举足轻重的作用，这就要求我们必须给予充分的重视。 2005年10月，在党的十六届五中全会中明确提出，在我国有条件的省市和地区,农村土地经营使用权可以按照自愿、有偿的原则进行流转。胡锦涛在2008年召开的党的十七届三中全会上再次指出：按照依法、自愿、有偿原则，农民可以通过转包、转让、出租等方式进行土地流转，形成土地经营的适度规模化，培育新型土地经营主体，并指出农村土地流转后不改变土地集体所有性质，不得改变流转后土地用途。2010 年中央“1 号文件”以“加大统筹城乡发展力度，进一步夯实农业农村发展基础的若
