ABSTRACT
The low-rent housing construction is a livelihood project of the country. In
order to make the low-income realize “having a residence”, our country establishes
a multi-level and diversified housing security system and invests a large sum of
capital to the low-rent housing construction every year. In the low-rent housing
construction, how to utilize the limited capital to construct qualified and affordable
low-rent houses in short terms with high efficiency has always been the hot issue the
social public pays attention to. During the whole construction course of low-rent
housing program, it is required not only to manage well the plot, design, assessment,
budget, optimization, etc. in the starting and planning stage of the program but also
to control well aspects such as capital, quality, progress, safety, resources and risks in
the executing and supervising stage of the program so as to make the program
construction achieve high efficiency, high quality and produce good social benefits.
Therefore, to introduce program management in the low-rent housing program
construction is both of scientific instructiveness and practical feasibility.
This paper targets the low-rent housing construction program of Qingyunpu
District as research object, systematically uses learned program management
knowledge, draws advanced and effective experience from modern construction
project management, combines the practical situation of the program, expounds how
to use scientific management thought to effectively manage the low-rent housing
program and explores problems in the low-rent housing construction through case
