T 2、Abstract English The Unintended Impacts of Existing Chinese Government Practices on the Development of a Domestic Solar Energy Industry Abstract 1）This report is a qualitative analysis of the difficulties of policy making in regards to the diversification of a national power generation market and industry subsidization. More specifically, it connects historical practices of the Chinese government and their indirect impacts on the development of a Chinese solar energy Photovoltaic or PV industry and market. This report does not seek to assign fault to Chinese government policies, but rather discuss the nuances of macroeconomic policy making under changing conditions. An unintended consequence has two features; a practice or initiative that is not directly related to the solar energy and a situation created which has made diversification into solar energy more difficult. The report looks to history, as well as the words of prominent government officials in China today to back up the legitimacy of the findings. This report is broken into two main sections, with 5 key connections made. These ?connections‘ can be described as instances where an initiative or practice within China has had an unintended adverse effect on the development of the domestic solar energy industry. Solar energy was chosen as the industry of focus because: ? China has identified it as a key strategic industry ? There have been significant international disputes about fair practice in solar subsidy ?
