第五部分,主要关注美国课程方案评价的实践操作。根据课程方案评价模型,
具体阐述不同的评价主体如何在实施前、实施中及实施后这三个阶段开展的评价
活动。论文附上美国一些州相关的评价实践案例。
第六部分,阐述有效的课程方案评价所必须具备的条件,如:纳入课程改革
的范畴;相应的组织作保障:相应的评价制度作保障;评价者评价技能的培养等。
明示课程方案评价不仅仅是一个理论问题,更重要的是一个实践问题。
第七部分,问题、对策与展望。课程方案评价作为学校一项新兴的课程事务,
但是在实践过程中也暴露出不少的问题,有待教育部门、学校、教师进一步改进
和完善。并对我国基础教育课程方案评价提出一些可行性的建议。

Abstract
The curriculum development is an important approach to the recent curriculum
reform in American and is made a crucial part of curriculum management.It includes
the planning,designing mid implementing of a curriculum prograna。Therefore,it is
necessary to emphasize evaluations during the stages of platming and designing,
implementing for consecutive improvement in the quality of a curriculum.In this
sense,curriculum development is actually a process of evaluating and improving a
curriculum program.However,the stress of evaluation in the basic education has
long been laid on the teachers and students but not on the curriculum program.Thus,
the subject arises from the existing problem.
This thesis consists ofseven parts:
The first part is the reason and meanings of choosing the title,and method of
studying.Research on the Evaluation of Curriculum Program of American
Elementary Education,selecting this research topic,mainly having the following
reasons:valid propulsion of American national course reformation need to have the
new evaluation theories conduct and actions;American originally possessed some
required courses of each state and electives need the new evaluation theories to carry.
Moreover an aspect is the successful experience that the new course reformation of
Chinese foundation education needs to be absorbed and draw lessons from the
international education reform and make progress.
The second part is the definition of the curriculum program.The COUISC
