ABSTRACT Thereare abundant of mineral resource in Hunan Province, and the mining level is high. Mining, contributing a lot to the growth and development of the society and economy, at the same time, has induced great mine geological environmental problems. And these problems have become limiting factors for the growth of social economy. Inthis thesis, the curent circumstances of mining geologicalenvironment and management in Hunan Province have been introducedsystemicaly. By using economical theories, such as theory ofenvironmental economy, sustainable development, theory of right andouter property, the main factors that leaded to the environmental problemshave been analyzed. Based on the real situation in Hunan Province, mainprinciples and methods about the protection of mining environment inHunan Province have been brought out in detail from three aspects:government, economy, regularity and law. And some atempts have beentaken in some aspects. Firstly, to establish the regularity and laws on theprotection of mine environment and the Code of Protection of MineEnvironment in Hunan Province. Secondly, to clear the managementsystem of the mining environment, taking the witness hearing andgovernment inspector system as a method. Thirdly, to strengthen theresearch of new technologies and theories about the protection of mineenvironment and establish the compulsive technique standard on theprotection of mine environment. Fourthly to make ful use of theeconomical method to adjust and control the protection of mineenvironment and promote recycle economy. To set up the assessmentsystem of mining geological environment in Hunan Province andestablish the license system of mine environment and the property rightsystem of mining geological environment in Hunan Province. Broadening the methods for colecting capital from government, mine indu companiesand society, and to move on the progress of recoverymanagementm in eenvironment. words: Hunan
