Abstract
“Tllree_1evel curriculum administrative system”is the most important part in our
new round curriculum reform of elementary education.It means that the right to
develop curriculnm possessed formerly by the states are partly transfered to schools and
teachers.The teachers role have been transfered from the role of passive implementation
to the key participator and the first among equals.In school--based curriculum
development,they must play the role of curriculum decision making,curriculum
design,curriculum active implementation and curriculum evaluation.As the subjective
role in school——based curriculum development,the SUCCESS or failure of the
sch001.based curriculum development depends on the teachers self qualities.Teachers
self qualities and the cooperative surroundings among teachers are the two important
factors that corffme teachers subjective impact work.To teachers,schoolDbased
curriculum development is not only the opportunity but also the challenge.In school--
based curriculum development,the supportive surroundings is also one of the most
important factors,which we must consider carefully.
After the positivist investigation and analysis teachers problem in the schoo卜
based curriculum development in several schools in Jining.The author finds that in
reality teachers problem is serious.Teachers ability to develop school——based
curriculum is insufficient,lacking the cooperative surroundings among teachers,and
Iacking the forceful supportive system from all kinds of aspects inside and outside
schools,especially the examination system,etc,ale the factors that confine teachers
subjective impact work.
In the first part,the test introduced the theory base,the basic belief,the value and
the type of development of school based curriculum development.11kse systematic
