论文研究的主要特色和创新之处包括：一是针对新农保筹资与投资中存在的问题，提 出了建立农民个人缴费持续增长和长期激励机制、个人账户基金保值增值的有效路径；二 是针对新农保业务管理难题，提出了通过政府招标采购获取第三方提供的新农保经办服务 的管理创新；三是对新农保与城镇职工基本养老保险制度的转移衔接提出了一些设计思 路。 关键词新型农村社会养老保险，筹资机制，管理机制，衔接机制 II A Study on the Obstacles and Innovation Mechanisms of the New Rural Social Pension Insurance System in China Abstract In the background of intensifying aging population trend and building a harmonious society in the urban and rural，in September 2009，the State Council decided to launch a nationwide new rural social pension insurance system(hereinafter referred to as the NRSPIS)，signs government intervention in the rural old—age，and the initimive to undertake the social responsibility of the farmers’pension．The NRSPIS pilot implement the basic pension and individual accounts pension system that combines mode，in which personal accounts are mainly composed of individual contributions，group subsidies and local government financial subsidies，the basic pension is provided by the central government．The central government provides farmers with financial assistance of basic pension first time，is a landmark innovation of concept in the social equity and social welfare．However,the NRSPIS which is in the pilot phase still have some deficiencies in the design and operation，the need for the implementation of the system and difficult to conduct in-depth research to promote the comprehensive promotion and sustainable development of the new a酣cultural insurance system in China．Rural aging continues to accelerate，the frequent reality of labor mobility context of the extensive literature and data analysis，pointed out the need for new agricultural insurance development，focusing on new agricultural insurance system，the process of facing the pension funding and a hedge hard to value—added business volume，effective management，as well as transfer between different pension insurance system connecting hard and SO difficult issues，in—depth analysis of our NRSPIS funding and investment mechanism innovation
