The cognitive radio capabilities include: BS Spectrum Manager (SM), Spectrum Sensing Automatons (SSA), Access to the Incumbent Database Services, Policy (Table 255 and Annex A), CPE Registration and Tracking, Spectrum Sensing Services and Geolocation Services. 802.22 devices shall employ cognitive radio capability, which shall enable them to make decisions about their radio operating behavior based on information from various sources such as sensing, geolocation, the database service, policy etc. The information shall be obtained through communication with external incumbent databases, or through direct sensing for incumbents on TV channels that would be impacted by operation of the 802.22 device, or both. The information shall also be the result of rules governing the particular regulatory domain where the device intends to operate (e.g. certain TV channels may be “off limits” because they were allocated for some other specific use). This clause defines the 802.22 functional entities, information elements, and procedures related to obtaining and managing this information. The 802.22 device shall retrieve appropriate spectrum availability information based on the geographic coordinates of its intended operating location from an external database service, as described by procedures defined in this clause.
