天津财经大学 本科毕业论文 中文题目： 城镇居民医疗保险问题及对策研究 英文题目： Problems and countermeasures research medical insurance for urban residents 院系名称： 经济学院金融系 专业班级： 保险1001班 学 号： 2010110508 姓 名： 王晗 指导教师： 曹颖 2014 年 4 月 17 日 内容摘要 医疗保险制度是关系我国民生的一项重要的社会保障制度，医疗保险制度的建立与健全关系到广大人民群众的切身利益与社会的稳定。医疗保险制度在建立之初就是不完善的，在执行的过程中肯定会出现一系列的问题。由于各国的国情不同，我国在医疗保险制度的发展过程中有着自己的特色和问题。 城镇居民医疗保险是以没有参加城镇职工医疗保险的城镇未成年人和没有工作的居民为主要参保对象的医疗保险制度。它是继城镇职工基本医疗保险制度和新型农村合作医疗制度推行后，党中央、国务院进一步解决广大人民群众医疗保障问题，不断完善医疗保障制度的重大举措。它主要是对城镇非从业居民医疗保险做了制度安排。这一制度的出现在中国社会保险制度改革的历程中具有重大意义，指明了中国社会保险制度改革的方向。本文拟从城镇居民基本医疗保险制度的发展历程中发现问题，并结合国外的优秀经验，提出相对应的建议，希望可以为城镇基本医疗保险制度的发展尽一份自己的微薄力量。 关键词：城镇医疗保险；医疗保险制度；对策 Abstract Medical insurance system is an important livelihood of the people in our countrys social security system, medical insurance system to establish and improve the relationship of the peoples vital interests and social stability.
