基于不同治理强度的代建制项目结构研究 　　摘 要：“代建制”是深化政府投资体制改革、促进政府职能转变的一项重要举措。本文通过多案例研究方法，围绕当前中国情境下代建制项目的“治理属性特征”与“治理结构划分”两个关键问题，以识别代建制项目治理活动为基础，构建治理强度测量模型，建立治理强度与治理结构的关联。研究提出并验证了代建制项目的治理结构应分为：弱治理结构，中治理结构和强治理结构3种类型，并根据测算结果逐一析出各类型的内涵与外延。各结构类型由弱至强所对应的治理环节和主体逐渐增多，依据项目所需的治理强度和结构，有重点地聚焦相对应的治理环节和主体，可以减少资源浪费，提升项目效率。 　　关键词：代建制项目；项目治理；治理结构；治理强度；项目治理主体；项目治理活动 　　中图分类号：F270文献标识码：A文章编号：1003-5192（2016）02-0075-06doi：10.11847/fj.35.2.75 　　Abstract：“Construction-Agent System” （CAS） is an important measure to deepen the reform of governmental investment system and promotes the transformation of governmental functions. Applying the multiple-case study method and centering on the two key questions of CAS projects in China’s current situation， namely “governance attributive characters” and “the division of governance structures”， our paper constructs a governance intensity measure model and builds up the correlation between governance intensity and governance structure based on identifying governance activities of CAS projects. The study concludes that governance structures of CAS projects should be divided into weak， medium and strong ones. Besides， the connotation and extension of each type are analyzed by the measuring results. The corresponding governance links and stakeholders of various structure types from the weak to the strong are gradually increasing. The waste of resources can be reduced and the efficiency of CAS projects be improved if we can effectively focus on the corresponding governance links and stakeholders. 　　Key words：construction-agent system； project governance； governance structure； governance intensity； project governance stakeholders； project governance activities 　　1 引言 　　以《国务院关于投资体制改革的决定》的颁布为标志，“代建制”（Construction-Agent System， CAS）在我国正式起始推行。实践表明，代建制通过委托专业的项目管理公司（或代建单位）代理完成项目业主的管理职能，促使政府将项目建设管理职能剥离出来，顺应了我国政治与经济全面深化改革、转变政府职能的时代要求。近年间，我国公共项目投资的持续快速增长，一方面为代建制提供了良好的实践背景，另一方面要求代建制项目采用更合理的治理结构，最大程度地满足社会公共利益诉求。 　　随着全球范围内对公共项目治理的热议，代建制已成为项目管理的热点领域，为将其更好地完善与推行，研究者与实践者们都对代建制相关问
