思 想 箴 ，缵 SIXIANG ZHANXIAN 2004年第 1期 第 30卷 №．1，2004 Vo1．29 新 加 坡 好 政 府 实 践 的社 会 学 解 读 王子 昌 (暨南大学 东南亚研 究所 ，广 东 广州 ，510632) 摘 要 ： 好 政 府 是 新 加 坡 成 功 的 关 键 。 好 政 府 的 核 心 是 “廉 ” 和 “能 ”。 为 此 ， 新 加 坡 制 定 了一套 严 格 的制 度 ， 这 包括 领 导人 选 拔 制 度 、公 务 员 高薪 制 度 、反 贪 制 度 等 。这 些 制度 是 新加 坡 领 导人 从 本 国 的 实际 情 况 出发 ，在 诚 实地 看 待 政 治 与人 性 的 基 础 上 制 定 的 ； 新 加 坡 的 实践 证 明 ， 这 种 制 度 的 运 行 不 仅 以 低 成 本 保 证 了 新 加 坡 经 济 发 展 的 成 功 ， 而 且 得 到 了 人 民 的 拥 护 和 国 际权 威 机 构 的 认 可 ，但 这 种 权 力 控 制 制 度 也 存 在 一 定 的 问 题 。 新 加 坡 好 政 府 实 践 的 成 功 告 诉 我 们 ， 一 个 国 家 只 有 从 自 己 的 实 际 出 发 ， 制 定 相 应 的 法 律 ， 才 能 取 得 好 的 社 会 控 制 效 果 。 关 键 词 ： 好 政 府 ； 控 权 制 度 ； 法 律 社 会 学 中 圈 分 类 号 ：C912 文 献 标 识 码 ： A 文 章 编 号 ：1001— 778X (2004) 01— 0004— 04 The Practice of Good Go vernment of Singapore from the Perspective of Sociology WANG Zi—chang (Institute of Southeast Asian Studias，Jinan University，Guangzhou，Guangdong，510632，China) A~trnet：Good government is the key to the success of Singapore which attaches great importance to being honest and upright，and competent and efficient． Predicated on the practical situations and with sincere consideration to politics and humanity，the Singaporean Government has established a set of regu— lations concerning the appointment of higher officials．higher salary for the public serVantS and anti—cor— ruption． However，this practice，though successful in favoring the country’S economic progress at low cost and well accepted by the Singaporeans as well as authoritative agencies of other countries，has its own lim itations． The successful experiences of Singapore show that positive effects of social con— trol come from the legal institution based on one’S practical situation． Key words：good government；power control system；sociological j urisprudence 新 加坡 快 速 的经 济 发 展 令 人 瞩 目，但 它 的 一 些 做 法 也 引起 了人 们 的 争 论 。 为 了 保 证 政 府 官 员 的廉 洁 ．新 加坡 一 方 面 制 定 了 公 务 员 高 薪 制 度 ，给 予 公 务 员 高 薪 ，另 一 方 面 则 制 定 了严 厉 的 公 务 员 品德 考 核 制 度 和 反 贪 污 法 ，从 纪 律 和 法 律 方 面 对 公 务 员 的 私 人 活 动 规定 了 严 格 限 制 ，对 官 员 的 违 法 行 为 规 定 了 严 厉 的 惩
