In order to meet the new situation of China’s higher education development, deepening teaching reform, improve the quality of teaching to meet the new era of national and community personnel training needs, in January 2004 Ministry of National Education issued a “College English Curriculum Requirements (For Trial Implementation).” From the project team was established early in March 2003 finalized by year’s end, after a total of about 10 months, and such a major event in the previous routine needs 3-5 years. Through trial and further revisions, improve, and the Ministry of Education in July 2007 formally promulgated the “College English Curriculum Requirements.” This is enough to reflect the state’s college English teaching reform emphasis. Therefore, all colleges and universities in order to race against time, strive for speed, have established their own school curriculum reform plan.
