[Abstract] university autonomy and accountability of higher education, the relationship between the field of higher education is an important issue, university autonomy and the limited self-government is the foundation of accountability, but accountability is a necessity of university autonomy. As the impact of external forces on higher education deepened, how to balance the relationship between autonomy and accountability has become particularly urgent. American experience is: accountability, while safeguarding the autonomy of universities; fully understand the University’s academic characteristics; implementation of the accountability by the intermediary sector.

Abstract: The relationship between university autonomy and accountability is an important issue in higher education. University autonomy and limited autonomy are the base of accountability, and the accountability is the inevitable result of the autonomy. Since the impact from exterior power to higher education continues to be strengthened, it is vital to balance the relationship between university autonomy and accountability. This paper introduces some experience in America: to safeguard autonomy when implementing accountability; to deeply understand the academic character of university; and to carry out the accountability through agency.
