解读内蒙古颁布的 全国首部《牛羊屠宰管理办法》 苗　儒，李　轲，杨冬梅 （内蒙古自治区动物卫生监督所，内蒙古呼和浩特　010051 ） 摘　要 ：《内蒙古自治区牛羊屠宰管理办法》是屠宰管理职能由商务部门划转到农牧业主管部门后出台的全国第 一部规范牛羊屠宰管理的省级政府规章。《办法》设定了定点屠宰厂 （场）的基本制度、立法授权、部门职责及 准入、退出和分类管理的机制，强化了定点屠宰厂 （场）的主体责任和相关管理与质量安全保证制度，实行了 企业负责检疫检验与官方兽医巡检、抽检的检疫检验方式，并在屠宰厂 （场）建设、改革检验检疫制度、实施 产品召回制度、明确小型牛羊屠宰厂 （场）设立条件等方面都有重大突破，标志着自治区牛羊屠宰管理步入法 制化轨道。 关键词：牛羊屠宰管理办法；解读 ；政府规章 ；全国首部 ；企业责任 ；屠宰检疫 中图分类号：S851.33　　文献标识码 ：B　　文章编号 ：1005-944X （2017 ）04-0054-04 DOI ：10.3969/j.issn.1005-944X.2017.04.016 Interpretation on the First Regulations on the Administration of Cattle and Sheep Slaughtering Promulgated by Inner Mongolia Miao Ru ，Li Ke ，Yang Dongmei （Inner Mongolia Autonomous Region Animal Health Supervision Institution，Hohhot ，Inner Mongolia　010051 ） Abstract ：Recently ，the first provincial government regulation for standardizing administration of cattle and sheep slaughtering named Regulations on the Administration of Cattle and Sheep Slaughtering was promulgated by Inner Mongolia Autonomous Region ，which was newly issued after the competent authorities of agriculture and animal husbandry took over the responsibility of administrating animal slaughtering from the commerce administration. In the “Regulations ”，relevant items were established systematically ，including the primary institutions of fixed- point slaughterhouses ，legislative mandates ，departmental responsibilities and the mechanism of access ，exit and classification.
