科技政策论文：科学精神视角下的科技政策失灵研究 【中文摘要】科技的发展不仅是科学知识的积累、科学方法的创新,更是科学精神的塑造。因为科学知识和科学方法是不断更新的,科学精神是永恒的。科技政策对科技发展有着积极的作用,它不断地催化着科技在不同场域中发挥应有的作用,笔者从当前科技政策的发展与存在的问题为切入点,分析科技政策对科技活动的影响,来认识科技政策失灵这一非正常的特殊现象。科技发展的内在动力是人们对科技认识的细致化和结构化,这种细致化和结构化就是思维内在形成的兼备优良传统的科学精神,同时它们又体现在对科技活动起着引导和支撑作用的科技政策中。笔者从科技政策的内涵、形式以及如何判定科技政策失灵等原始的范畴进行必要的研究,引入科技政策失灵与科学精神的相互关系。试图从科学精神视角对我国科技政策的完善提出对策,尤其是在科学精神的缺失情况下,如何应对科技政策失灵现象。结合我国科技政策实际,分析了科技投入、科技人才、科技评价、科技产业等政策层面的失灵现象,并从科学精神的维度有针对性地提出防止科技政策失灵的对策和建议。 【英文摘要】The development of science is not only the scientific knowledge accumulation, the scientific method, but also the innovation of scientific spirit shape for scientific knowledge and scientific method is continuously updated, scientific spirit is forever.
