Theoretical Discussion / 理论研讨/ 两岸残疾人托养服务比较研究 1 2 ■张瑶 何心慈 【摘要】 文章从两岸残疾人托养服务的源起和发展入手，梳理了两岸残疾人托养服务的发展过程， 分别介绍了两岸残疾人托养服务的形式及机构服务、居家服务的运营补贴政策情况，从中比较看出： 大陆托养服务形式主要为机构托养和居家托养，台湾地区除此之外还有社区服务、临时及短期照顾 及独立生活服务等。在补贴政策方面，大陆对托养机构的补贴主要用于机构建设和托养人员，而台 湾地区补贴主要用于服务补贴和运营补贴。通过比较研究，提出应加强残疾人托养服务体系化建设， 尽快出台残疾人托养服务补贴制度和完善政策购买残疾人托养服务机制等建议。 【关键词】 残疾人（身心障碍者）；托养服务 ；两岸 ；比较研究 The Care and Support System for the Disabled across the Straits ZHANG Yao, NICOLE HSIN TZU HO 【 】This paper reviewed the origin and the developmental stages of care and supporting Abstract services for the disabled between Chinese mainland and Taiwan. It introduced forms of the services, subsidies and service assessment in Chinese mainland and Taiwan. In comparison, the authors found that care and supporting forms mainly were institutional or domiciliary. While in Taiwan, there were community service, temporary and short-term nursing and independent living service as a supplement. In terms of subsidy policy, subsidies to these institutions were mainly used for institution construction and salary in Chinese mainland. While in Taiwan, these funds were used for service and management subsidies.
