43 2013 年第3 期 必 d 们待业 基于天气指数保险的龙岩市烟草 冻灾和水灾分析 肖秀珠，刘君，张维，曹长尧 (福建省龙岩市气象局 364000) 摘 要:基于中国人寿财产保险股份有限公司福建省分公司烟草种植天气指数保险条款中的冻灾 和水灾指数计算模型及指数赔付标准，分析龙岩市各县(市、区)历年冻灾和水灾的时空分布特 征及2012 年各乡镇的冻灾和水灾指数，结果表明:龙岩市可达到气象指数保险赔付的冻灾和水灾 发生频次分别为 9 年次和 24 年次，各县同时可获赔付的冻灾年份为 2 年，无各县可同时获得水灾 赔付的年份; 2012 年投保期间全市各自动气象站点冻灾指数达不到规定的可赔付指数，有 16 个 自动气象站点的水灾指数达到了可赔付指数，其中有 1 个站点的水灾指数超过了赔付标准的上限。 关键词:天气指数保险;烤烟;冻灾;水灾 Analysis on freezing and flood injury to tobacco in Longyan City based on insurance of meteorological index XIAO Xiu-zhu , 1IU Jun , ZHANG Wei , CAO Chang-yao (Longyan Meteorological Bureαu ， Fujian Province 364ω0) Abstract: Characteristics of spatiaI and temporaI distribution of freezing and flood disasters over the years in different Coun- ties of Longyan City and injury indices of tobacco in term of town level in 2012 were anaIyzed based on the insurance compu- ting mode of meteorological index for tobacco cultivation and payout standard established by Fujian Branch , China life proper- ty insurance co. , LTD. The results showed the frequencies of freezing and flood injury which met the payout standard were respectively 9 and 24 year-times in Longyan City. There was 2 years for obtaining payout of freezing injury indices in different counties at same time. There were no counties to obtain payout of flood injury indices at same time. There were no any re- cords from automatic meteorologicaI stations to meet the payout standard of freezing injury indices while there
