The conclusion is that the advantages of no blame existed in the designated area only, for instance, near miss and potential risk reporting system, rather than the entire process of safety management, accountability to be entrusted to an adequate importance during the incident investigation and follow up process. Reasonable structure of safety culture in a company could definitely contribute to the social safety and harmonious society healthy development. Key words: company’s safety culture;no blame;accountability;safety management;harmonious society 1 对安全的理解 安全(Safety)是什么?不同的人也许给出不同的答案,很多安全理论也都提及了安全的概念,维基百科给出的解释是,一种能保持安全的状态。源于法语的sauf,是指受到保护从而避免受到物理、社会、精神、经济、政治、情感、职业、心理、教育或其他类型的失败及其带来的后果,包括损坏、错误、事故、伤害或任何其他所不期望发生的事件,这可以是一种通过采取保护的形式以免受事件影响或者暴露在能够导致健康或经济损失的环境中。包括对人或物品的保护[6] 这里存在两个含义略有不同的“安全”,例如,家居安全可能包括建筑物抵制外来损害的作用,如防止外来的伤害事件(如天气,家庭入侵等);第二,其内部设施(如家电,楼梯等)对于居民来说是安全的(不构成危险或伤害)[3] 对于一个企业,广义上来说,安全是一种不会对企业主体(包括人员、财产、声誉等)带来损害的状态。这种状态维系的越持久,对企业发展越有利。这方面,一种良好的企业安全文化会起到很好的推动作用 统计表明,事故都是由一系列的管理漏洞在某一特定时刻发生聚合而造成的,如果能堵住这系列的漏洞之中的任意一个,事故将不会发生。道理虽然简单,现实却不容乐观[1] 本文希望通过对构筑良好的企业安全文化的角度,探讨一下安全文化与安全管理,重点是无责备与当责的关系 2 企业安全文化 安全管理同企业文化密切相关,其中无责备文化(no blame culture)曾被广泛推崇,尤其是由各国际大石油公司组成的石油公司国际海事论坛组织(Oil Company International Marine Forum)推出的油轮船东自评估(Tanker Management and Self Assessment)第一版,曾提出企业要推动无责备文化以鼓励未遂事件的报告,(要素八,事故调查与分析,3.1,Elemen
