December 18, 2001 Chapter I general provisions Article 1 in order to strengthen the management of the construction control area on either side of a highway, according to the regulations on the ningxia hui autonomous region highway road administration, (hereinafter referred to as the regulations), formulated. Article 2 these measures shall apply to the management of the construction control areas within the administrative region of the autonomous region, including the state road, provincial road, county road and township road. Article 3 the term on both sides of highway construction control area (hereinafter referred to as the construction control area), refers to the roadside ditches, intercepting ditch slope foot banquette, slope top flange, highways and roads not less than 30 meters, the road not less than 20 meters, provincial roads not less than 15 meters, 10 m for county roads and township roads area of not less than 5 meters. Article 4 the highway management institutions affiliated to the transportation departments of the peoples governments at or above the county level shall be responsible for the administration of the construction control areas within their jurisdiction.
