11-cisfmdoc.doc 第十一章 臺灣森林生態系經營準則和指標 【摘要】 在生態系經營理念下 ，無論森林資源保育評估、決策規劃、執行 、經營管理、監測與適 應策略之進行 ，準則和指標都是相當重要的指引 。本篇就臺灣地區永續生態系經營的準則與 指標 ，加以研擬 。參考世界不同林業組織、國家訂定的準則和指標 ，再配合臺灣現今社會 、 經濟、人文等狀況，就生物 、生態、社會 、經濟等方面訂定符合臺灣環境狀況與人民需求的 生態系經營的準則和指標。擬定之準則與指標 ，可以確定臺灣森林經營方針 、計畫 、目的 、 目標等 ，更而能針對所需性態值進行調查 、評估 、決策規劃、執行經營 、監測與適應策略 ， 以提供生態系經營管理的資訊，並做為臺灣林業發展之依據。 【關鍵字 】生態系經營、資源調查 、監測 、準則 、指標 Study on the Criteria and Indicators of Forest Ecosystem Management in Taiwan 【Abstract 】 No matter what forest resource conservation assessment, strategy planning, implementation, management, monitoring and adaptive strategy, it is very important to define the criteria and indicators(CI) of ecosystem management (EM). In the paper, we try to establish the criteria and indicators of sustainable EM for Taiwan. Referring to the condition of now-a-day society, economics, and culture, we try to propose the CI of EM in Taiwan. The CI of EM presented are base on biological, ecological, social and economical viewpoints under the environmental condition and the demand of people. Those CI could apply to make the policy, plan, purpose, target of Taiwan forest management. Applying the C I, we could set up the policy, planning, assessment and monitoring forest management in Taiwan. 【Key words 】ecosystem management, resources inventory, monitoring, criteria, indicators 一、前言 生態系(Ecological System, Ecosystem)係指地球上明確的多尺度(Multiple Scales) 空間單 元，包括其間所有的生物體和無生物組成 、生物體豐富度和分布、生物體和能量流動與物質 循環間的交互作用(Likens, 1992 ；Franklin, 1997) ，生態系是由生物社會及環境組合而成之整 11-1 11-cisfmdoc.doc 體 。任何多樣之生物所組成之社會與物理環境交互作用 ，致使能量流動、物質循環 ，而達成 永續者 (Odum, 1971 ；王子定、郭幸榮 ，1975 ；劉棠瑞、蘇鴻傑 ，1983) 。生態系可定義為有 機體的族群與牠們生存的環境 ，包括所有植物 、動物 、土壤、水 、氣候 、人類及生命過程的 交互
