The U.S.A.’s system of career and technical education is taken to be a model to learn from. The paper begins first with a review of related literature and an analysis of the contents of the National Education Technology Plan (NETP), and of the framework of the “Partnership for the 21st Century Skills” (P21) to see which measures and strategies in the U.S.A. had been adopted to respond to its domestic situations and the world trend. NETP aims at promoting the effects of instruction, and P21 focuses on the build-up of competences of learning, problem discovering and solving, and critical thinki
