新型农村合作医疗建设中政府责任研究 摘 要 自2003 年新型农村合作医疗试点以来，各地积极实施，如今已进 入快速推广期。实践证明：新型农村合作医疗对于改善农村卫生状况， 提高农民身体素质起到了积极作用。 对于合作医疗，国人特别是广大农村群众有一种难以忘却的情怀， 感受了许多的喜悦与无奈。合作医疗萌生在中国大地上，是广大劳动 群众为解决农村医疗问题的一项伟大创举，在历史上曾名躁一时，受 到国内外的广泛关注。但是这一制度，上个世纪却走向衰败，最终没 有实现其持续发展。究其原因，是受人为因素作用还是受制度环境改 变的影响，是制度本身缺陷还是相关方责任缺失，至今莫衷一是。本 文以建设服务型政府为背景，通过对公共物品理论，公平理论和人权 理论等理论工具的具体运用，认为传统合作医疗制度中政府责任的缺 失是其运行难以为继的重要原因，发展农村合作医疗离不开政府的支 持。 新世纪，在关注民生的大背景下，新型农村合作医疗在政府主导 下以全新的姿态登上农村医疗卫生的大舞台，新型农村合作医疗最显 著特点就是更加强调政府的责任。我们要倍加珍惜这次难得的发展机 遇，以史为鉴，切实落实政府责任，保持新型农村合作医疗制度健康、 持续发展。 关键词：新型农村合作医疗 政府责任 公平 I RESEARCH ON GOVERNMENT RESPONSIBILITY IN THE CONSTRUCTION OF NEW-TYPE RURAL COOPERATIVE MEDICAL SERVICE ABSTRACT The New-type Rural Cooperative Medical Service was put into practice since 2003. From then,it was welcomed and supported by farmers.Now,it has been entering into rapid development period.The fact shows that The New-type Rural Cooperative Medical Service takes good effects on improving the rural medical level and enhancing the farmers’ physical quality. People in china ,especially rural dweller, have great emotions on Rural Cooperative Medical Service.It originated from China and was created by Chinese farmers ,In its history,it was famous for its special orgnization form.Due to so,it attracted many attentions.But at the end of last centry,it was gone down.
