摘要 通过建立新型农村合作医疗制度缓解“因病致贫、因病返贫”问题,是建设 新农村、构建和谐社会的重大战略举措。自 2003年新型农村合作医疗制度试点 以来,农民对新农合的认可度不断上升,参合农民的医疗服务利用率明显提高, 受益人次数不断增加,新农合取得了显著成效。 在新型农村合作医疗制度由试点普及向规范持续运行转轨的关键时期,解 决参合农民、医疗服务机构、医疗保险机构的逆向选择、道德风险及基金运行 风险是合作医疗风险防范监管的核心。规避新型农村合作医疗中的风险，维护 新型农村合作医疗制度良好运行,才能真正解决广大农民“看病难,看病贵”的 问题。本文运用经济学及其相关理论，从医疗服务、保险需求、以及基金管理 的角度对产生新农村合作医疗制度运行风险因素进行分析，提出风险规避的建 议。 论文全部内容分为五章。第一章导论介绍了研究背景、意义以及文献综述， 第二章为农村合作医疗相关理论，对新农合性质进行了界定，并回顾了农村合 作医疗发展历程。第三章针对新型农村合作医疗风险进行分析，主要风险分为 道德风险、管理风险、基金监管风险。第四章风险的影响因素进行剖析，并于 第五章提出风险规避的对策建议。 【关键词】新型农村合作医疗 风险 规避 3 Abstract Through the establishment of new rural cooperative medical system to ease, impoverished by hospitalization, and the illness into poverty once again The problem is the construction of new countryside, building a harmonious society, a major strategic initiatives.
