The prepaid card as mentioned in the second measures does not include: (a) prepaid cards limited to social security payments; (two) limited to prepaid cards by means of public transport; (three) prepaid cards which are limited to communication fees such as telephone charges; (four) the issuing institution and the special merchant are the same legal persons prepaid cards. Article third, article eighth (four) of the measures mentioned above, has more than 5 senior management personnel familiar with the payment business, refers to the applicants senior management personnel, at least 5 personnel have the following conditions: (1) university degree or above with intermediate technical titles in accounting, economy, finance, computer, electronic communication, information security, etc.; (two) engaged in payment and settlement business or financial information processing business for more than 2 years, or engaged in
