南京农业大学学报 　2003 , 26 (4) : 106～110 　 Journal of N anjin g A gricultural U niversity 市场经济条件下我国土地收益分配机制的改革 :目标与原则 童建军 , 曲福田, 陈江龙 ( 南京农业大学土地管理学院 , 江苏 南京 210095) 摘要 : 用埃奇沃思框图解释土地配置效率和土地可持续利用的目标 , 提出从社会人的角度实现资源配置帕累托“次优” 的目标; 提出实现土地制度中产权制度的巩固和完善 , 分解“杂多”权利束的目标。效率原则主要包括三大原则 , 即帕 累托最优、经济 ( 发展) 效率最大化、交易成本最小化。不应一味强调“效率优先, 兼顾公平”的原则 , 而应在不同时 期 , 对不同用途的土地进行效率与公平转换 , 使公平与效率交替发挥作用。最后用资源利用的模型和拉弗曲线的变化模 型加以论证可持续发展原则。 关键词 : 配置效率 ; 可持续发展; 土地产权; 土地收益分配 中图分类号 : F30111 　　　文献标识码 : A 　　　文章编号 : 1000 2030 ( 2003) 04 0106 05 The reform of land income distribution mechanism in the market economy : objectives and principles TONG Jianjun , QU Futian , CHEN Jianglong ( College of Land Management , Nanjin g Agric Univ , Nanjin g 210095 , China) Abstract : The Edgeworth box is used to explain the land allocation eff iciency and the objective of sustainable land usage. The secondly Pareto optimum solution of resource allocation should be pursued, the system of land property right need to be perfect ed. The eff iciency principle mainly includes three principles : Pareto optimal eff iciency , maximum economic eff iciency and minimum transaction cost. However the land allocation objective may shift between eff iciency and equity , equity and eff iciency can play their roles alternatively on different types of land during different period. At last , the principles of sustainable land use are demonstrated by sustainable resource use model and the Raphael curve model.
