Abstract: human capital, as a new thing, has been paid more and more attention by enterprises. The article mainly expounds the position and function of human capital in the enterprise.

With the deepening of enterprise reform, the reform of state-owned enterprises in Huaian has entered a new process. In the process of the reform of state-owned enterprises, the state-owned shares will all be out of stock, and the state-owned enterprises will gradually be converted into private ones by state-owned enterprises and employees. The ultimate goal of enterprise restructuring is to establish a modern enterprise system, and the enterprise will have a positive impact on the enterprise from three aspects, such as the property right structure of the enterprise, the corporate governance structure and the corporate culture.
Human capital as a new thing, compared with human resources, is two very confusing concept. In fact, the two are different, the human resources, usually refers to the enterprise staff overall quality of labor, knowledge and production skills, training means are constantly recruiting excellent staff and Occupation Skills for existing staff education and training. Human capital refers to the general term of knowledge, technology, innovation concept and management method put into the enterprise by the workers. Specifically, it includes only two types of people in the enterprise, one is the technical staff who master the core technology, and the other is the entrepreneur who has the quality of entrepreneur. In the modern enterprise after the reform, the influence of the human capital on the enterprise will be more and more important, and sometimes even decisive.
