In the course of the construction of new urbanization, humans urbanization is the core. In face of the new normal of economic and social development, to adjust measures to local conditions and complete the equal basic public services isthe importantcontentinorderto achievesocialequityandjustice andto safeguardthe peopleslivelihood andcivilrights. Inthis paper, this paper takes Ankang of Shaanxiprovince which located inthe core area of municipality Qinba mountain as an example, analyzes the status situation and existing problems of the construction of the new type of urbanization of Ankang-Qinba mountains domain, thus analyzes local government function transformation on the basis of new government-led urbanization development pattern, explores and puts forwards thefeasible path ofnearbyurbanizationconstructionbasedonAnkang-Qinba mountainsregion. 关键词院安康秦巴山区域；新型城镇化；政府职能转变；就近城镇化 Keywords:Ankang-Qinba mountainsregion；newurbanization；
