Abstract To improve the quality of products is one of the important guiding ideology of Chinas economic development strategy, and it is also the starting point form which the government economic management departments carry out relevant management activities and the economic organizations deal with the relevant marketing activities. The historical experience of economic development in China for decades indicates that we should be especially vigilant the tendency of neglecting the quality of the products, overlooking technology progress and product innovation, and pursuing economic interests based on quantity expansion only. Specifically, as to the quality of cosmetics, for the present, one of the important problem in the supervision of the product quality is that the quality of the cosmetics is low and the interests of cosmetics consumer suffer damage. To promote the development of cosmetic industry shifting from quantity beneficial type to quality beneficial type, to achieve effective management of the problem of quality of cosmetic products through the rule of law thinking and the way of law, has become an important legal issue. This paper intends to discuss the legal system of quality supervision on cosmetics , hoping to be beneficial to the improvement of legal system of quality supervision on cosmetics.
